Overview

Balcony power plants are small photovoltaic systems that plug into a socket. They are also called plug-in solar devices or mini PV systems. Stadt Werther (Westf.) supports them through its Kommunales Förderprogramm Arten- und Klimaschutz.

Funding in Werther (Westf.)

The guideline applies from 1 January to 31 December 2026. A. Eligible applicants are adult owners and tenants with their main residence in Werther. The city funds only one identical measure per household, and total funding across all programme components is limited to 1.500 EUR per year. Apply before the measure begins, as the funding is a voluntary benefit with no legal entitlement.

State and federal funding

North Rhine-Westphalia had a state programme for solar systems called progres.nrw. The state has since discontinued this programme. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable conditions, for example regarding the type of mounting.

Registration with the grid operator

The grid operator in Werther (Westf.) is Westfalen Weser Netz GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically via the Marktstammdatenregister.
