Balcony solar systems in Freiburg im Breisgau: funding and application

Overview

Balcony solar systems are small photovoltaic systems that plug into a socket. They are also called plug-in solar devices or mini PV systems. Freiburg im Breisgau funds balcony solar systems through the "Klimafreundlich Wohnen" programme, component 3.5 balcony modules, for tenants only.

Funding in Freiburg

Component 3.5 is aimed exclusively at tenants. Owners are not eligible for funding under this component.

Since June 2025, the city has additionally funded part of the purchase costs for inverters, mainly affecting second-hand modules.

Requirements: the application must be submitted within six months of the invoice date. Required documents are a copy of the tenancy agreement, the purchase invoice and proof of VDE conformity for grid protection. Freiburg-Pass holders must also submit their pass. Applications can only be made online.

State and federal funding

Baden-Württemberg has no separate state programme for balcony solar systems. For owners who are not eligible for the municipal programme, only the federal level remains relevant. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable conditions, for example on the type of mounting.

Registration with the grid operator

The grid operator in Freiburg is badenovaNETZE GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. The grid operator receives the information automatically via the Marktstammdatenregister.
