Balcony solar systems in Berlin: funding and application

Overview

Balcony solar systems are small photovoltaic systems for plug sockets. They are also called plug-in solar devices or mini-PV systems. The State of Berlin funded balcony solar systems through the SolarPLUS programme until October 2025; since January 2026 this funding has been discontinued.

Funding in Berlin

Investitionsbank Berlin restructured SolarPLUS on 8 January 2026. The new SolarPLUS S and SolarPLUS L streams now only support solar installations with storage, meter cabinets, metering points and larger photovoltaic systems. Balcony solar systems are no longer included in either stream.

IBB will still process applications received by 31 October 2025 under the old rules. Berlin no longer accepts new applications for plug-in solar devices.

Local providers

State and federal funding

Since January 2023 the zero VAT rate has applied nationwide to private photovoltaic systems. The technical rules and registration requirement in the Marktstammdatenregister apply uniformly across Germany. Details are provided in the basic document Balcony solar systems in Germany.

Tenants’ rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may impose reasonable conditions, for example on the type of mounting.

Registration with the network operator

The network operator in Berlin is Stromnetz Berlin GmbH. Since Solarpaket I, separate registration with the network operator is no longer required. The network operator receives the information automatically via the Marktstammdatenregister.
