Overview

Balcony power systems are small photovoltaic systems for a plug socket. They are also called plug-in solar devices or mini PV systems. The City of Kassel supports them with a flat-rate grant, and even covers the full costs for low-income households.

Funding in Kassel

All people with their main residence in Kassel are eligible to apply, whether tenants or owners. Submit the application before purchase, as you may only buy the balcony power system after receiving the approval notice. For full cost coverage, requirements include Bürgergeld, housing benefit or net income below the attachment-exempt threshold of 1.500 EUR.

The funding programme runs until the end of 2026,; the budget has not yet been exhausted.

State and federal funding

Hesse has no dedicated state programme for balcony power systems. Since January 2023, the zero VAT rate has applied nationwide to private photovoltaic systems. Tenants' rights

Under § 554 BGB, tenants are entitled to install a plug-in solar device. Landlords may not impose a blanket ban on installation. They may set reasonable conditions, for example on the type of mounting. Tenants in Kassel can use both the flat-rate grant and the Stromspar-Check.

Registration with the grid operator

The grid operator in Kassel is Städtische Werke Netz+Service GmbH. Since Solarpaket I, separate registration with the grid operator is no longer required. For the feed-in tariff, also register the system in the Städtische Werke customer portal.
